The government appointed by the House of Representatives said that the refusal of some shops and commercial centers to accept the Libyan currency in denominations of (50) dinars from citizens is criminalized by law, and affects the national economy.

This came in a statement issued yesterday, saying that it was to clarify the matter for everyone regarding the confusion that prevailed among people regarding the circulation of the fifty dinar currency.

This case was attributed to ‘the letter addressed by the Governor of the Central Bank of Libya to the members of the Finance Committee of the House of Representatives, in which he refers to studying the process of withdrawing the fifty-dinar note in its various issues from circulation.’

The government said that ‘the decision to issue denominations of currency and withdraw them from circulation’ is made in accordance with applicable legislation and the Banking Law is within the jurisdiction of the Governor of the Central Bank and his deputy, ‘and
must be issued with their approval’ and its implementation must be preceded by ‘a warning and a time period of no less than six months until the currency is permanently withdrawn from circulation, and this did not happen” .

“The information circulating among citizens currently has no legal or procedural basis in accordance with the legislation in force, and rejecting the legally circulated currency is a crime punishable under the Libyan Penal Code, and affects the national economy and commercial circulation among people, especially since we are on the cusp of the month of Ramadan.”

At the conclusion of its statement, which it published on its Facebook page last night, the government reassured everyone that all denominations of the Libyan currency are normally negotiable, whether between individuals, banking institutions, or public entities.

The American University of Beirut (AUB) announced its commitment to cybersecurity education by participating in the 20th Cybersecurity Awareness Month. Founded in 2004, Cybersecurity Awareness Month, held each October, is the world’s foremost initiative aimed at promoting cybersecurity awareness and best practices. It is a collaborative effort among businesses, government agencies, colleges and universities, associations, nonprofit organizations, tribal communities, and individuals committed to educating others on online safety. In its 20th year, Cybersecurity Awareness Month 2023 is highlighting the growing importance of cybersecurity in daily lives and encouraging individuals and businesses to take important cybersecurity steps to stay safe online. From mobile to connected home devices, technology is deeply intertwined with people’s lives. And while the evolution of technology accelerates, cybercriminals are working just as hard to find ways to compromise technology and disrupt personal and business life. For 20 Octobers and counting, Cybersecurity Awareness Month aims to highlight some of the emerging challenges that exist in the world of cybersecurity today and provide straightforward actionable guidance that anyone can follow to create a safe and secure digital world for themselves and their loved ones. Starting this year, the new theme of Cybersecurity Awareness Month is Secure Our World, with the main messaging revolving around four key cybersecurity best practices: creating unique and complex passwords for each account and consider using a password manager for added convenience and security; turning on multifactor authentication on personal devices and business networks; recognizing and reporting phishing – still one of the primary threat actions used by cybercriminals today; and installing updates on a regular basis and turning on automated updates. University of Jordan (UJ) ranked 1st locally among Jordanian universities in this year’s “THE World University Ranking 2024,” to become Jordan’s top university in 4 global rankings: QS World Classification, Shanghai, Times, and Webometrics rankings. In a statement Thursday, the university’s world rankings office said UJ’s results improved by 4 out of 5 main eligibility criteria, on which this ranking issued by the Times Higher Education Foundation is based, which are: Education, Scientific Research Environment, Impact of Scientific Research, and International Dimension. On the Arab level, particularly Arab universities competing with UJ, results of 8 universities declined and 3 others advanced, while 3 universities, including UJ, maintained their ranking, the statement said. The ranking showed that the UJ is the only Jordanian university classified in the four main world classifications, as it was classified in 2023 according to QS World Classification, which is the world’s key and most widespread classification, for the best 500 universities globally. Commenting on the achievement, UJ President Dr. Nazir Obeidat said the university’s classifications affirm UJ’s “unrelenting” efforts to develop and excel in learning, teaching, scientific research and launch fruitful partnerships locally and globally. Obeidat noted this classification stimulates the university to continue its future plans to achieve a campus environment that attracts students and academics from inside and outside Jordan. This progress, he noted, is the outcome of efforts of UJ’s faculty members, researchers, and the administrative body, and reflects excellence of its students.

Secretary General of the Amman-based Association of Arab Universities (AAU), Amr Ezzat Salama, participated in the activities of the 5th Arab Conference on Higher Education and Sustainable Development, which was held recently in Egypt, under the theme: “The Role of Universities in Achieving Sustainable Development Goals SDGs.” During the event held by the Arab Administrative Development Organization (ARADO), in cooperation with AAU, Salama stressed importance of joint Arab action to meet development goals at the Arab level. According to an AAU statement on Wednesday, Salama called for launching partnerships among multiple Arab institutions to increase their efforts in facing emerging challenges, especially rising unemployment among youth, health threats, loss of biodiversity and natural disasters. He also noted centrality of science in confronting these risks and protecting the planet, referring in this regard to role of universities in producing and transferring technology, training students and alumni in various fields, and preparing for the growing impact of the digital revolution at the labor level.

Muhannad is in his fourth year of study at the university. He obtained a 95% average in high school and was able to enroll in the College of Engineering, to obtain in all his semesters the distinction of “Academic Excellence” and to be on the honor board and among the top students in the college. However, all of that He was unable to obtain a scholarship to continue his educational career without worry.



Muhannad is from a needy family. The father abandoned his family and there is no breadwinner for the family. He and his sister are forced to work outside of their university work to provide the basics of the house, including food and drink, in addition to the monthly house rent, which amounts to a thousand shekels. His mother suffers from high blood pressure and heart diseases, and her health condition is unstable.



Muhannad hopes to continue his university studies until he obtains a university degree that will provide him and his family with a better future. He would like to register for his first semester and may lose his university seat if his university fees of 5,225 shekels are not available.

The Minister of Higher Education and Scientific Research, Naeem Al-Aboudi, announced today, Tuesday, that Iraq has joined the Council of the Global Center for Excellence in Scientific Research.



A statement from the ministry stated, “Minister of Higher Education and Scientific Research, Chairman of the Atomic Energy Authority, Naeem Al-Aboudi, opened the first international conference on synchrotron applications and modern technologies in scientific research.”



Al-Aboudi stressed that “Iraq’s official accession to the Council of the Global Center for Excellence in Scientific Research (SESAME) opened the way for Iraqi researchers to accomplish advanced scientific research and publish in international journals with a high impact factor and a direct impact on the academic reputation of universities and their global classification.”



He added, “The interaction of Iraqi scientific institutions and centers and positive cooperation with the Atomic Energy Commission and their keenness on scientific and technological progress will give great impetus to the ambition to improve the quality of studies, researchers, and results that will serve the requirements of development.”



During the opening of the conference, which was held by the College of Science at Al-Nahrain university in cooperation with the Iraqi Atomic Energy Commission, speeches were delivered by the President of Al-Nahrain University and the Dean of the College of Science, in addition to a scientific session presented by Arab and foreign researchers, and a number of presentations on scientific technologies and capabilities presented by specialists in the Council of the International Center for excellence in scientific research./End

The Ministry of Higher Education and Scientific Research announced today the availability of a number of scholarships in the field of postgraduate studies (Master’s and Doctorate) in the Republic of Pakistan, for the academic year 2023-2024.



The Ministry also announced the availability of a number of scholarships for the year 2023-2024 at the Benazir Bhutto University of Veterinary Medicine and Animal Sciences in Pakistan, to obtain a bachelor’s degree in various specializations.

The Department of Allied Health Professions at Modern University College organized a welcome and introductory day for new students accepted into the Diploma in Nursing major today, at the building of Attorney Dr. Hussein Al-Shuyouki in Ramallah.



The students were received by Dr. Ribhi Bsharat, Dean of the Modern University College, Mr. Qutaiba Alawneh, Director of the Student Affairs Department, Mr. Yasser Al-Sabti, Director of the Practical Training Office, and a group of academics and administrators.



Dr. Bisharat explained to the students the systems and laws in force in modern university settings, pointing out the necessity of adhering to the face-to-face work, and explaining the nature of the curricula and educational supplements and the ways to obtain them, in addition to clarifying the standards and conditions required for bridging in terms of grades and others.



Bisharat stressed that nursing is a vital artery that provides society and countries with the necessary competencies to maintain people’s health and provide them with the necessary health care in light of the challenges surrounding public health locally and globally. He explained that they undertake a great humanitarian mission that requires them to master what they have learned and reflect it in the best way in the labor market after graduation. .



Dr. Bisharat pointed out that Al-Asriya University, throughout its continuous forty-year journey in university education, has provided an educational environment and structure that responds to the requirements of the profession and the era, including basic laboratories and advanced simulation laboratories equipped with the latest medical devices and models for training, in addition to launching Al-Asriya Life Support Training Center, which enables students to Take basic and advanced courses in basic and advanced CPR and more.



For his part, Alawneh stated that the Student Affairs Department has been working from day one to involve students in extracurricular activities such as sports, literary and artistic activities, in addition to participating in local, Arab and international conferences in order to strengthen the students and provide them with life experiences that will remain a moral asset for them that will strengthen and support them with the knowledge they acquire. A. Alawneh added that the door of the Student Affairs Department is wide open for their suggestions and initiatives, considering that university modernity and its students complement the development role of the institution, and that providing them with a model educational environment is the department’s goal and its tireless endeavor.



Regarding practical training, Mr. Yasser Al-Sabti, the training officer at Al-Asriya University, explained the training stages that nursing diploma students go through, starting from the first semester until the last, stressing that commitment to practical training must be double that of its theoretical part, by wearing the official uniform and adhering to training protocols and applications. The students’ commitment will later reflect educational outcomes and the ability to fulfill the requirements of the profession in the Palestinian labor market.



At the conclusion of the meeting, the academics and students went on a tour of the Al-Asriya University campus to learn about its important halls and facilities.

The President of the University, Dr. Imad Al-Zeer, welcomed the guest and the attendees, pointing out that the invitation comes in the context of the University’s constant endeavor to strengthen relations with Arab organizations and universities, pointing out that the Union of Arab Universities is considered one of the most important Arab organizations working to unite Arab universities and enhance communication between them.

He gave an overview of the Association of Arab Universities, saying that it is a non-governmental organization founded in 1964 based on a decision issued by the League of Arab States. Its membership includes more than 450 Arab universities and its headquarters are in the Jordanian capital, Amman.



He presented a set of figures about the reality of higher education in the Arab world, most notably the enrollment of 65% of students in humanities majors in universities, and 35% of students in other majors.



He said that about 600,000 students from the Arab world are studying outside their countries, including 50% who remain in these countries.



He talked about the reality of Arab universities in the international rankings, explaining that there are about 14 Arab universities among the top 500 universities in the world.



He said that scientific research and financing scientific research are considered the most prominent challenges facing higher education in the Arab world, adding that Arab countries spend less than 1% of their national income on scientific research only, and this percentage is very small compared to developed countries.



He talked about the role of universities in light of artificial intelligence, pointing out that there are many questions about the role of universities in the future and they will be discussed during a conference during the coming period.



He also spoke about the objectives of the Union, the most prominent of which are cooperation in controlling the quality of university and higher education and ensuring its quality, striving to achieve mutual recognition of academic degrees and certificates issued by educational institutions, supporting student excellence and creativity, encouraging joint student activities between educational institutions, encouraging the establishment of research centers and supporting the conduct of joint scientific research and exchange. Its results, paying attention to applied research, linking its topics to Arab economic and social development plans, strengthening cooperation between educational institutions and coordinating their efforts among themselves and with universities and relevant regional and international institutions, especially in keeping pace with the developments of the times and modern educational techniques and patterns.



He said that the Union includes under its umbrella 40 educational institutions distributed in various universities in the Arab world, and it also works to provide many awards in the subjects of scientific research, excellence and creativity

The main purpose of the visit was to facilitate a comprehensive exchange of experiences and knowledge regarding teacher training and the development of their skills. Additionally, the visit sought to promote cooperation between Oman and Jordan, with the goal of enhancing successful practices in developing educational personnel. The delegation had the opportunity to engage in a meeting with the Academy team, where they were presented with an overview of the institution’s progress, including human resource models, organizational structure, quality assurance, and training methods. Furthermore, the delegation visited schools and met with beneficiaries of the QRTA’s
programs to gain insights into their experiences and the impact on student achievement and the overall educational environment. Discussions also focused on methods and practices that contribute to improving the quality of training and meeting the evolving demands of the labor market, particularly in terms of the necessary competencies for teachers and educational leaders. For her part, Intisar Ambusaidi, SIVTT Director General, expressed that this visit was a result of the leadership’s directives in both countries to strengthen cooperation and partnership frameworks, and it also came to activate the frameworks of partnership, cooperation, and experiences exchange between the two institutions. Ambusaidi further stated that the purpose of this visit was for the Institute to acquire knowledge and gain insights from the Academy’s experiences. She highlighted that the QRTA achieved international accreditation for its Teacher Education Professional Diploma (TEPD) program from the Council for the Accreditation of Ed
ucator Preparation (CAEP). Moreover, it is recognized as a trailblazer in implementing professional programs for educational leaders and teachers, ensuring rigorous quality control measures and effectively assessing their impact.
