Beirut: The Good Governance and Citizenship Observatory (GGCO) at the Asfari Institute for Civil Society and Citizenship, at the American University of Beirut (AUB), recently hosted a webinar titled “Lebanon’s Presidential Elections and Statehood Aspirations: Revisiting Chehabism.”

According to National News Agency – Lebanon, the session was opened by Dr. Simon A. Kachar, the founding director of GGCO at AUB, who highlighted the complex political landscape of Lebanon, marked by sectarian interests and institutional challenges. With the election of President Joseph Aoun, the panel aimed to explore the potential for state-building and governance reform, drawing inspiration from the legacy of late President Fouad Chehab. Dr. Kachar noted that President Aoun’s vision for reform emphasizes a citizenship-based governance approach, differing from the traditional sectarian system.

The panel featured insights from Frederic C. Hof of Bard College and Lamia Moubayed from the Institute of Finance Basil Fuleihan. Moubayed raised concerns about whether President Aoun’s vision could translate into tangible reforms, given Lebanon’s economic and social crises. Hof expressed cautious optimism, noting that while Lebanon has promising leadership, it lacks necessary resources to effect change. He emphasized the challenge of rebuilding after years of corruption and incompetence, highlighting the need for capable leadership and resource mobilization.

The discussion covered the importance of principled public leadership, integrity, and competence. Panelists stressed the need for engaging technical expertise and modernizing institutions. Moubayed and Hof emphasized direct communication between leadership and the public to build trust and articulate a clear governance agenda.

The panel also examined Lebanon’s international relations, considering how the country might regain confidence from international stakeholders and financial institutions. The geopolitical challenges on Lebanon’s borders were discussed, with panelists reflecting on global dynamics and the potential for Lebanon to pursue peace and sustainable development.
