Lebanon Launches EUR 32 Million Programme for Conflict-Affected Areas with EU, Denmark, and France Support

Beirut: The Government of Lebanon, in collaboration with the European Union, Denmark, and France through Agence Fran§aise de D©veloppement (AFD), has officially launched a EUR 32 million programme aimed at supporting conflict-affected areas in South Lebanon and the Bekaa Valley.

According to National News Agency - Lebanon, the programme was initially conceived following the November 2024 ceasefire and has been adapted to address Lebanon's current challenges. It aims to support national institutions in preparation for recovery while responding to urgent needs on the ground. The programme's long-term goals include strengthening local authorities' capacities, aiding local businesses, promoting sustainable agriculture, and creating employment opportunities for the most vulnerable communities once conditions permit.

The launch ceremony was held at the Grand S©rail, attended by notable figures including H.E. Prime Minister Dr. Nawaf Salam and H.E. Minister of Finance Yassine Jaber, alongside key representatives from the European Commission, EU, France, Denmark, Lebanese institutions, AFD, and partner organizations.

Minister Yassine Jaber expressed gratitude for the EUR 32 million grant, emphasizing its critical timing amidst renewed hostilities and large-scale displacement in Lebanon. He highlighted the need for coordinated international support that aligns with national priorities and urgent local needs, calling for a cessation of hostilities and a shift from crisis management to recovery and reform.

Mr. Michael Karnitschnig of the European Commission reiterated the EU's commitment to stand with Lebanon by providing humanitarian assistance and economic support, stressing the importance of collaboration between private and public sectors. He emphasized the need for Lebanese authorities to prioritize meaningful reforms to restore livelihoods and confidence in the economy.

Ambassador Kristoffer Vivike of Denmark highlighted the project's potential to become a model for recovery and stabilization efforts, asserting the importance of strong Lebanese leadership and coordination in achieving its goals.

Ambassador Herv© Magro of France affirmed France's long-term commitment to Lebanon, noting that the programme focuses on investing in local territories, public institutions, agriculture, and youth. He underscored the belief that recovery in South Lebanon and the Bekaa depends on revitalizing local economies and creating tangible opportunities for affected communities.

Amidst ongoing instability, economic crisis, and growing humanitarian challenges, this programme reflects the shared commitment of the European Union, Denmark, and France to support Lebanon's stabilization and recovery. It seeks to reinforce Lebanese institutions and local authorities' role in leading recovery initiatives over a four-year period from 2026 to 2029. The programme's budget includes a EUR 24.8 million grant from the EU, EUR 5.35 million from the Danish Ministry of Foreign Affairs, and a EUR 2 million contribution from AFD.
